Water Distribution System Operator
GENERAL JOB DESCRIPTION
Under general direction, performs various skilled tasks in the operation, installation, maintenance, and repair of water distribution facility systems, including multiple types of water mains, valves, fire hydrants, service lines, water meters, and related duties as assigned.
SUPERVISION RESPONSIBILITIES
Receives direction from Field Manager and Field Supervisor.
ESSENTIAL FUNCTIONS

DUTIES AND RESPONSIBILITIES (Not in any hierarchical order. Other duties may be assigned).
- Performs various activities involving pipeline construction, meter installation and repair, and general maintenance and repair of the District's transmission mains, distribution pipelines, and appurtenances.
- Operate, Install, repair, and maintain water system infrastructure such as water mains, transmission, gate valves, meter connections, service laterals, fire hydrants, air relief valves, blow-offs, and appurtenances.
- Performs routine and highly skilled operational and regulatory work of utility reuse systems.
- Transports heavy equipment to the job site; operates and directs the operation of light to heavy motorized construction equipment, including backhoe, excavator, front-end loader, forklift, jackhammer compactor, valve exerciser, vacuum excavation equipment, and other equipment.
- Performs duties in hazardous work areas, including high-traffic roadways, confined spaces, trenches and excavations, and backyards of private properties; sets up traffic control devices before performing street activities; and controls traffic around work sites.
- Complies with District and State Health and Safety regulations.
- Operates sensitive equipment such as laptops, smartphones, meter reading equipment, leak detectors, G.P.S. units, P.H. meters, pipe locators, and colorimeters.
- Performs all duties associated with the automated meter reading process; collects and interprets water meter reads; performs water meter testing; cleans, inspects, and rebuilds water meters.
- Shuts down water mains in emergencies; cleans dead-end lines by discharging water and fully complying with all required permit conditions.
- Performs emergency response duties in accordance with State regulations; works extended hours, including mornings, evenings, and weekends outside of scheduled workday to respond to after-hour emergencies.
- Performs Standby Duty as scheduled.
- Provides superior customer service; responds to questions and inquiries from the public; responds to customer problems or complaints, including minor leak repair, high bill complaints, pressure complaints, and other customer concerns.
- Collects bacteriological and water quality samples for laboratory testing.
- Inspect water distribution mains and lines for needed maintenance and repairs; lead and participate in the repair of water mains and lines; install clamps, pipes, or fittings; and make proper tie-ins.
- Distributes customer notices; conducts delinquent billing notification activities, termination, and restoration of water service; sever services and/or removes meters.
- Lead and participate in installing, replacing, and repairing sewer mains and lines; participate in clearing and replacing taps; clean, sanitary sewer mains; oversee the installation and repair of manholes.
- Responsible for keeping equipment cleaned and stocked.
- Repair and pour concrete and asphalt surfaces in areas of water and wastewater pipe construction activities.
- May handle and transport hazardous materials as assigned.
- Maintains regular attendance and adheres to prescribed work schedule to conduct job responsibilities.
- Builds and maintains positive working relationships with coworkers, other District employees, and the public using principles of good customer service.
- Responds to customer inquiries and dispatch necessary crews as needed.
- Performs related duties as assigned.
KNOWLEDGE
- Principles, methods, and practices used in reclaimed system maintenance and water distribution system maintenance, repair, operations, and construction.
- Federal, state, and county regulations related to water system operation, employee health and safety, and environmental control.
- Principles and practices for water quality operations and cross-connection control
- General principles of water operations, measurement systems, and mathematical computations of flows and volumes in water storage and distribution systems.
- Rules, regulations, and codes applicable to District maintenance, operations, and construction functions.
- Knowledgeable in and ability to interpretFederal, State, and local laws and regulations regarding District administrative operations.
- Modern office methods, procedures, equipment, and database programs.
- District policies and regulations regarding establishing and maintaining services.

EXPERIENCE & EDUCATION
- Equivalent to a high school diploma or G.E.D., supplemented by one (1) year of experience in performing maintenance, construction, repair, and operations work for a water district or in performing water treatment functions and plant operations.
LICENSE AND/OR CERTIFICATES
- Valid Florida Driver's License and proof of good driving record as evidenced by freedom from severe or multiple traffic violations or accidents for at least five (5) years.
- Active Water Distribution System Operator Certificate
- Incumbent must complete the designated number of contact hours (i.e., continuing education/training requirements) to maintain the required certifications as a condition of continued employment.
